This is a lever-mounted pen barrel from BIC, a leading French manufacturer of stationery and daily supplies.
Ordinary pen stem takes much effort to draw and reinsert the nib, but this model is free from such a hassle.
Flip the lever to secure the tip and axis. Structural tip resists wobbling and provides a perfect hold and easy to change nibs. Especially helpful for those who often replace the nib.

The long tip can be used with this pen stem even if you have a tip that does not fit well with an existing pencil, since it can be fixed to a certain extent.
Once there was a similar pen shaft called SL600 from the Tokyo Slider, but now it is discontinued and hard to find.
BIC products are not sold in domestically and are extremely difficult to obtain.
